The conditions in which Portuguese law enforcement maintains its K-9 units, particularly at the kennel belonging to the Special Police Unit, Canine Operations Group of the PSP in Oporto, are utterly deplorable and unworthy. It is inconceivable that such loyal and dedicated animals, who devote their lives to protecting and safeguarding the public, should be subjected to such inhumane treatment. The facilities are disgraceful, falling far below the standards one would expect from a member state of the European Union. Regrettably, I have witnessed better accommodations for pigs on commercial farms.

These K-9s are not mere tools or instruments of work; they are sentient beings, indispensable partners to their handlers in the fulfilment of their duties. They deserve to be treated with respect and provided with appropriate care, not confined in conditions that fail to meet even the most basic standards of animal welfare. While the European Union enforces strict regulations on animal welfare, Portugal appears to disregard these obligations when it comes to the treatment of its own police animals under the PSP’s care.

The state of the kennels

The appalling state of this kennel in Oporto is, regrettably, only a reflection of a wider issue. Other kennels across the country, whether under the responsibility of the PSP or the GNR, exhibit equally unacceptable and substandard conditions. It is deeply troubling that institutions tasked with ensuring public safety and order demonstrate such negligence towards the welfare of their own K-9s. These dogs carry out critical functions, such as the detection of illicit substances, search and rescue missions, and support in high-risk operations, yet they are housed in conditions that undermine their dignity and well-being.

The lack of adequate investment in infrastructure and resources for K-9 units reveals a serious failure in the country’s priorities, tarnishing Portugal’s commitment to the rule of law. How can a nation that claims to be developed justify such levels of neglect and disrespect? These dogs are not disposable tools but loyal allies in the enforcement of the law, demonstrating unwavering service and dedication. They deserve to be treated with dignity and respect.

It is both urgent and imperative that immediate action be taken to address this situation. The K-9 units must be provided with proper facilities, quality nutrition, regular veterinary care, and appropriate spaces for exercise. Both the PSP and the GNR, along with the Portuguese Government, bear the moral and legal responsibility to ensure the humane treatment of these animals. This is not merely a matter of complying with European regulations but of showing respect to those who serve with bravery and dedication. The current state of these kennels is not only a national disgrace but also a profound failure of decency, ethics, and fundamental values.
